In April 2026, China's manufacturing purchasing managers' index (PMI) was 50.3 per cent, above the threshold for two consecutive months, indicating that the manufacturing sector remained expanding. It defines the general rules of non-retroactivity of the law, the conditions for retroactivity of new clauses, the legal application of cross-law contracts, the favorable retroactivity of ship mortgage transfer, the application of new regulations of electronic transport records, and the rules for the limitation of action and the handling of final cases. It aims to unify the judgment criteria and ensure the smooth implementation of the new law.
